The book’s shape is a Cambridge course’s shape: its preface prints four roadmaps through the chapters, the first being MacKay’s own lecture course Information Theory, Pattern Recognition, and Neural Networks. The unification the book argues for — information theory and machine learning as one subject — was a syllabus before it was a thesis.
