Per-message pricing

The WhatsApp billing model since 1 July 2025: each delivered template message is charged, replacing the conversation-based model that billed 24-hour windows whatsapp-pricing-docs. Meta's stated reason is that businesses plan message volumes more easily than conversation volumes.

What triggers a charge

Delivery of a message whose type is template — not the send, and not a failure. Category determines the rate whatsapp-pricing-docs:

message-template category Charged
Marketing Always
Utility Only outside an open customer-service-window
Authentication Outside the window; volume-tier discounted

Rates key off the recipient's country calling code, so the same campaign costs different amounts depending on where the customers are.

The free paths

Free-form (non-template) messages inside an open customer-service-window are free, as is everything sent in the 72-hour free entry point window that opens when a business answers a Click-to-WhatsApp ad or Facebook Page CTA within 24 hours whatsapp-pricing-docs. Meta is not charging for traffic its own ad products originate, which quietly prices the channel in favour of paid acquisition.

Volume tiers

Utility and authentication rates fall as monthly volume rises, aggregated across all WABAs in a portfolio, market-and-category specific, reset monthly at the account timezone's midnight. Only charged messages count toward a tier — free utility templates and in-window traffic don't accrue whatsapp-pricing-docs. The discount therefore tracks spend, not engagement: a business that gets good at staying inside the service window earns its way down the tier ladder.

What this reveals about the channel

The pricing encodes the same preference the message-template gate does. Customer-initiated conversation is free or cheap, business-initiated marketing always costs, and the discounts flow to the categories WhatsApp considers legitimate (utility, authentication) rather than the one it tolerates (marketing). Billing is a policy instrument here, not just a meter.

And it is not how the channel next door works. a2p-10dlc meters US carrier SMS at a flat $0.0083 per outbound segment plus a per-carrier surcharge, with no category, no window, no recipient-country term and no volume discount — the policy lever there is registration, not price. Billing-as-policy is a WhatsApp property rather than a property of business messaging, which is a claim this page previously stated in the general form.

A third shape, and it is not a meter at all (2026-09-04). LINE sells a monthly subscription with a message allowance: ¥0 / 200 messages, ¥5,000 / 5,000, or ¥15,000 / 30,000, and only the top plan can buy more (¥3 down to ¥2.6 by volume). Nothing depends on what kind of message it is. On the two cheaper plans the allowance is a hard stop — you change plan rather than pay an overage.

Three channels, three billing philosophies: WhatsApp prices policy (category and who started the conversation), US A2P SMS prices carriage (per segment plus a carrier surcharge), LINE prices capacity (a bucket per month). The first is the odd one out, and this page used to describe it as the norm.

Volatile. Meta has repriced repeatedly — rate adjustments and Brazilian Real localization landed 1 July 2026 whatsapp-pricing-docs. Treat every figure as dated.
