Twilio
The CPaaS through which a2p-10dlc reaches this wiki: a US communications platform that resells carrier SMS, MMS and voice through an API, and handles the carrier registration on a customer's behalf.
Its position is the one business-solution-provider describes on the WhatsApp side — the layer between a brand and a channel it cannot reach directly — arrived at from the other direction. A BSP exists because Meta requires one. A CPaaS exists because a business does not want a contract with four mobile networks, and then the carriers' a2p-10dlc regime made it the party that files the paperwork too.
That dual role is why its documentation is graded T3 here and not lower or higher. Twilio is describing a registration regime it did not write and does not enforce, which makes the mechanics checkable first-party fact; it is also selling access to the channel and quoting its own list price, which is the maker speaking about its own product. The claim to watch is the benefit — "lower message filtering and higher messaging throughput" — where the interested party and the only published source are the same party.
Coverage edge 5 asks for the brand-to-channel intermediary layer written up as vendors rather than as a role. This page is the first of those and it is thin on purpose: it holds what the 10DLC ingest established and nothing about the wider platform, which no source here covers.
